I agree. It is better to cut the stripes first, in a separate process. It is easy and fast. And if something goes wrong… just throw away that broken stripe… plenty of plastic bottles.
Would you mind sharing some info on the thickness of the bottles and the required width of the strips?
I have read the 0.15mm thickness requires 10mm wide strips. But when I do that, my filament is too thin and the extruder of my Ender3v2 can't push it down the bowden tube.. it slips.
Any advice?

You can build a new cutter using bearing , there are many tutorial on youtube , it produce no noise while it cut pet bottle into filament .
