If only Hamas had fighter aircraft and artillery, then British journalists would be happy to remark that Hamas was not "barbaric" but that some bombs had simply been dropped, and some deaths had unfortunately resulted–and Hamas could say that, well, there were weapons in those settlements, and they were "military" targets.
