If Hamas cannot stay in the tunnels then it is obvious they cannot keep the hostages there. Flooding the tunnels could be very difficult if the floors of the tunnels are not paved. From most pictures the walls and ceiling are concrete which means there has to be some form of footing, whether stone or concrete, that supports the walls. If the floors are sandstone there will still be some exfiltration of the water.Obviously lower levels of the tunnel system will fill first. that in itself will be revealing to the Hamas forces.
